Predefined values not populating from the Enhanced Note's "New Note" Quick Action?

I think I'm getting into all sorts of trouble when trying to use the default global quick action for the Enhanced Notes "New Note" (in Lightning, of course).  Here's the latest use case:  when a user clicks the "New Note" button on say the Opportunity layout, they want the resulting pop-up window for the Note to be pre-populated with formula-based data using the predefined values in the quick action for the Title and Body fields.

Unfortunately, that doesn't seem to be working.

Anyone else running into this?
