I would like to add an additional button on the Opportunity Tab, to quickly create a specific type of opportunity, and make it only accessible by users with a specific custom setting. Is this possible, and if so, how? Note that I do not want to overwrite the "new" button on the opportunity tab, as the rest of my organization needs that button as is, I specifically want to add an additional button next to the new button for specific users. Thanks in advance for your advice.

The proper name for this page is the Opportunity list view page, and after adding a button it would appear like so:
