We have duplicate rules on lead object while creating lead through web to lead its not creating the lead how can we skip duplictae rules for web to lead form

If leadsource is not mandatory then the user not enter that filed then what is the solution for that.

Do we have any another way not the field conditions. 

I saw somewhere else

1.Doesn't run the duplicate rule when current user is same lead default create owner

2. Run second duplicate  rule current user is same as lead default create user

How can we do this in login, if you have any idea please let me know.
