I ran a report using a cross filter as the below -
Accounts without opportunities
Stage Equals Closed Won
But this is still showing 100's of accounts that have Closed/Won opps, is there anything i am missing to get this fitler to work?

Why did you delete the original question?
Cross filters can be a bit funny to work with, but the good news is that you can create a roll up summary field on accounts to count the number of opps where the stage is closed won.
You can now run a report on Accounts and filter by
Roll up summary equals 0
