Two users share the admin profile and login for an org. But the MFA verification only hits the one admin and not that other. So the other admin has to ping the main admin to let them in. Is their a way to register both their devices?

Pretty sure this violates the Salesforce Licence Agreement as a heads up.
You can have multiple methods registered to the same user eg. Salesforce Authenticator, One Time Password Generate and a Built in Authenticator
