Maybe I'm missing where this is spelled out specifically, but what is the relationship between pages edited with the Lightning App builder (Lightning Record Pages) and a layout in the Page Layouts?
For example, on the Campaign Layout, I noticed that I can't add Campaign Member Statuses to the Related List via the Lightning App Builder. But I can change it in the Page Layout.
I can add a second Highlights Panel in the Lightning Builder, but that doesn't show if editing the Page Layout.
So these two are linked and not linked. How? And is there a place to see more details on this connection?

Yes, thank you. I saw that too. I'd like to also find more details on how the two are connected together. What carries over and what doesn't. What is the logic behind it? What can you and can't you edit on each and how do they interact? That would be a helpful Help article if there isn't one already.
