There is a new law in my countr ( Brazil ) and I need to delete user files that are 5 years old, or users that are no longer active from more than 4 years.

This is a very populate idea, but unfortunately users cannot be deleted. There is an idea to upvote this here: https://ideas.salesforce.com/s/idea/a0B8W00000GdnktUAB/be-able-to-delete-users
What you could do is something such as use a scheduled flow to deactivate users who haven't logged in after a certain amount of time, and/or potentially anonymize their data to comply with GDPR, such as having the flow change their name and personal information to random values.
