Superbadge App Customization Specialist - Step 3 "The 'My Top Volunteer Organizations' report is not grouping by the correct field."

Hello Trailblazers,  I could really use some help with this. I've been at this sticking point for over a week and have not been able to move past it with the "Not Grouping by the Correct Filter".  The report type definition that the "My Top Volunteer Organizations" report is based on is as follows.  The last version uses "Volunteer Shift Workers (Created By) "and I have tried "Volunteer Shift Workers" as well.

The filters are pretty standard and seem to work correctly.

The fields are grouping and displaying correctly. The sort is descending by shift hours.

Regardless of what I seem to do, and I have done this numerous times from scratch, I still get "not grouping by the correct filter". If anyone has some insight on this I would very much appreciate it as I am dead in the water with the Superbadge unless I can get by this in some way.
