When one of my users clicks the "Clone with Related Button" instead of being taken to the normal page to select what related object will be cloned, the user is instead kicked to an error page that says "This record is no longer available. Ask your administrator for help." This error has never occurred before with this user or any other user. Every user with the same permissions has no problems cloning proposals.
I've had the user switch browsers and it does the same thing. I even gave the user admin privileges to see if it was a permissions issue and it still happened. I tried cloning the same quote object this user was trying to clone and I could clone it just fine. I've told the user to try and clone other Quote objects and it happens for those objects as well. Has anyone run into this issue before?

The sharing settings for the Quote object is set to "Read/Write Public" and the Quote Line object is dependent on the Quote object's sharing settings. That specific user's profile has the Quote and Quote Line object set to "Modify All" under the profile's permission settings. No on else with the same permission set as this user is having this problem.
