Custom button partially not working

I'm seeing a wiered issue with respect to cutom button. The above custom button is on a custom object. I'm the admin and have all the permissions here. The button is displayed on top and bottom of the page. However, only the bottom buttom working and one on the top is not. Looks wiered to me and both have the same code and why I'm seeing such behaviour. Can someone explain?
