We've turned on Enterprise Territrory Management - and trying to set up some rules.

 

I have one set up that gets all accounts from non US country code and that works fine.

 

I then set another territory with a rule:

(Account: Billing Country Code EQUALS US) AND (Account: Billing State/Province Code EQUALS FL)

 

And that finds Nothing!  If I set an Account list view with the same rulles then it works and shows me 52 accounts (this is all in a sandbox), so there are accounts it could find.

 

Even if I remove the country equals US and just leve the state code it also fails.

 

As a workaround I tried 

Account: Billing State/Province EQUALS Florida

And that works.  So are country codes broken for use in the territory rules?

    Great question.  I don't know the answer, but as a test -- if you include the BillingState Code field on a report, do you have records that are FL?  Or, do you also get a failure with a different State Code? If the answer is YES to both, it sounds like you found a bug.  I would log a Support Case.
