So the Total number of Ph's can't be more than 8x that of the quantity of XUSB's.
Ie you cna only 8 PH's with every 1 XUSB. if they until in 9 or 17, or 25 etc then a validation rule is triggered

You can do this using the composite operator on the summary variable, take the quantity of printers and then divide by 8. then use this to compare against paper selected. Now the divide 8 will give you a decimal but I'm guessing your printer paper is whole numbers so a condition that then say 1 < 1.2 will still fire prompting the user to select more paper.
