Opportunity) without the contact pre-existing?

I am the admin for our org, one of the sales guys deals exclusively with Export and frequently works with government contacts and others but the info can be related to a specific account. I would like for him to be able to attach an email from one of his government contacts to an Account record where the subject of the email relates to that account. Any suggestions?
