The trigger is a field that has a % (percent) value, if that field value is less than 0% and a record is created or edited it should trigger the email notification.
I have a record where the field value is -15.5% so when I edit this record it should trigger the workflow but it doesn't - what am I missing.

When you select "created, and any time it's edited to susequently meet criteria", the workflow rules fires when the record changes from not meeting the criteria ot meeting the criteria. So in order to test, you would need to change one of your 2 fields so that they do not fire (e.g., Percente field => 0 or Revenue field not blank), and then change it back to that it does meet the criteria of the Workflow. You can't just do an edit save on a record that already meets the criteria.
