Did you try it with Change Sets? It seems like Change Set has a component regarding Communities (Zones). https://help.salesforce.com/HTViewHelpDoc?id=changesets_about_components.htm&language=en_US
If you are referring Force.com IDE (Metadata) then I am thinking no. You need to manually configured it again on production organization.
