Mapped out is as follows: once we receive the application and fee from parent (Currently a lead) I then convert the lead to an oppty. Upon conversion I want to send an email alert (template) to the parent telling them we received their application for processing.

Sorry Larry got a lil busy yesterday with some work.... Happy New Year!!!!
So u convert a lead to an Opp once the parents have filled out the application and fee... What happens to the Opp after that do u close that as closed Won... Are u aware that the converted lead also automatically creates an acct and a contact.. What is the Account name u r going to use for each Parent.. Have u thought abt all of this as well ???
As far as ur requirement goes we can create a workflow which sends out an email everytime an opp is created... So the workflow will be everytime an Opp record is created and the action will be to send an email alert like u want to
