Change the labels for standard fields for the same language through Customise / Tab names and Labels works fine.
The language has been enabled and is active and I am logged in as System Administrator, so I have the relevant permissions.
Does anyone have any ideas as why the labels and tab names are not displayed?

I think your user does not have Slovenian language set, but probbably Slovak language (those are two different countries). Namelly - it happend to be that I'm from Slovenia ;-) - and in Contact detail example you have posted there it's not Slovenia translation of standard fields, but probbably Slovak translation.
So, double check your user' langue setting.
btw: Slovenian translation of "Alternate Email" -> "Izmeničen Email" is weird. It should be "Drugi Email" or "Alternativen Email" ;-)
