To confirm, you are on EE or above correct?
If you are looking to edit the profile (only recommended if the person you are granting the permission to is the only one on the profile, or if you are looking to grant all users with that profile this permission):
Go to Your Name | Setup | Manage Users | profile | click edit next to the preferred profile | Scroll down to the Administrative Permissions section of the Profile Editor | Check the check-box next to the "Manage Public Templates" permission | Click Save
Alternatively, to grant a single user the ability to perform this you can use permission sets:
Your Name | Setup | Manage Users | Permission Sets | New | Complete the process to name the permission set and associate specific users to it | under the "System Permissions" section click Edit | click next to the "Manage Public Templates" Permission and click Save
