task notification email not being received

I have a situation where a task will be created by User A and assigned to User B. When User A checks "Send Notification Email", User B does not receive an email. They do, however, have the task in their task queue on the homepage.

Is there a certain permission that needs to be enabled to allow a user to send a task notification email to another?

Just to rule things out I would start by running an Email Deliverability Test on the intended recipients Email address (on their SFDC User Detail Record).
