How do I restrict access to files?

One group of users has very limited access to accounts that are not of their record type.  How do I restrict access to files and notes relating to accounts they do not have an interest in?

    The challenge with this  solution is , that if you have related list quick link component on the page, users can still access from there . Since both the quick link related list and single related list is driven from the page layout @Rob Easton @Emily Adams
