I don't want to deploy it to the full sandbox as if we decide not to continue with Multi Currency, I won't be able to turn it off. The sandbox already has too much customisation to create a new template in production and refresh it, so what are my options?

For some reason it is not possible to amend the quote templates in anything other than the full sandbox. You get an error message (which isn't relevant to the problem) so it leaves you a bit stuck. There is an Idea here:
