Just take out the middle filter then and it will bring back opps without activities as well.
I would start with this, the second part could be trickier, because what if they have planned in the future AND planned in the past? If you exclude those with planned in the past you run the risk of excluding the whole Opportunity. I just think it gets messy. Getting people to close activities in the past is really a different report and business process
