If the stage constantly changes how is this possible? We are tracking the stage in history. I would like to create a report for how many proposal were created in the month and the total sum for the month. Additionally group the report by opportunity owner.

How would you identify the creation of a proposal? Perhaps by the creation of the Opportunity?
If so, make a summary Opportunity report and summarize by Created Date. When you drop it on the summary line, use the drop-down that shows up on mouse-over to specify that you want to organize it by month. Then on the second summary line, drop the Opportunity Owner field to summarize by the owner.
