I purchased the REST API add on for professional edition though our SF Account Exec and we were given directions to enable it for users.  3 system admins can't get it to work.  How do I enable this for our organization?

I am not sure how this happens in a  Professional Edition  but from a general perspective in order to enable the API for a User, we usually check the  System Permission  -  API Enabled  on the  Profile  to which s/he belongs to.   But in PE there isn't a concept of  Profile  so I am guessing that it should be enabled by  default  for all the  Profiles .
