You'll need a field on the Lead object that is a count of Activities. Then you can filter on that count field.
To get that field populated you'll need a trigger. This blog post walks you through how to do this for Opportunities. You'll have to modify it for Leads, but that shouldn't be too bad: http://www.radialweb.com/2010/08/summarizing_salesforce_fields_with_triggers/
