And I have followed this steps:Setup->Customize->Users->Fields->New,
but there is no Data Type like Lookup Relationship.
Is there any way can create Lookup Relationship in Users?

Nope,We can't create the relational field on the User object other than Hierarchial relationship, Wouldn't it suffice for you to create the Lookup field on Custom object directing towards User object? can i know the reason for this?
