Can users change e-mail templates before they are sent?

It is possible for users to amend and tweak e-mail templates before they send them to a contact? It appears that nothing can be changed before you send it out?!?

    You cant edit the actual template, but you can edit the text in the email if your allowed to.

     

    Check the template and see if there is a lock over the small piece or not. If youre using HTML header and footer, I believe that the admin has set it to never be updated by the user.
