Is there a way to limit the results of the contacts per account, to just 1? Bonus points if I can pick which role to include in the report.....

The best way to do this might be to use Account Contact Roles. That way you can specify defined Roles and identify the Primary Contact among all other Contacts within an Account.
From there it becomes as simple as running a standard Accounts with Contact Roles report with a couple of basic filters added.
