Do I still need to set up Registration Handler for an Open ID Connect implementation if the assumption is that users accessing our Salesforce Community from the Link will already have a user record? I'm getting the error message below when testing:

I put in some debug statements to figure out how the Salesforce ID was getting sent over in the user details from the authenticated provider. Then all I needed to do was find the user. Once there was a match I just returned that user back to the provider:
User u = new User(id=data.attributeMap.get('Salesforce_ID'));
return u;
