Does salesforce oauth support maintaining multiple authentication tokens on the same credentials or will an external application trying to authenticate need to maintain a shared token?

Scernario: An external app would like to persist data to salesforce. The external app manages security and permission. Each instance of the app (each user using the app) would need to authenticate to salesforce using the single API user. Any thoughts? These users are not salesforce users.
