Where are the settings, if any, for the Bell in the top right corner of Lightning? (The one next to a user's profile pic/avatar)

For example, can we force it switched on for everyone?  Can we change what’s displayed there?

One of the reasons I ask is because I have a user complaining that everything she approves appears as a new notification saying she’s approved it (see attached screenshot)
