In Lightning on list views there is a drop down of actions next to each record and one is change owner. We have removed permissions from a group of end users to do this, yet they still have the option. Besides writing validation rule, is there a way to remove this. Hoping this can be turned off somehow?
Is this a bug or a feature or can it be controlled?

@Cheryl Feldman I haven't tested with the standard List View component, but it removes it from my custom List View component when I remove it from the search layout for list views. I wonder if it will respect permissions on a custom component.
