Question about whether something is a "quirk" or intended functionality that is different in Lightning than in Classic.

 

Users send emails using templates. In Classic, if you leave the To or Additional To fields blank, you are stopped with a validation error: "Please specify either a To: or Additional To:"

 

However, when I send this email in Lightning, it will go without any sort of prompt.

 

I get that users might want to send emails solely as BCC, I just want to confirm this is expected functionality, so I can close out the question with my end user.

    You could also create a send email action and then in the layout make them required, in case you don't want it required everywhere or make a global action, update that and replace it in your default publisher actions. I'd personally prefer that because then they will see that it's required before they enter anything in.
