We are using Salesforce for Outlook (SFO) and looking at all items features/items related to switching to Lightning. One major hurdle is FILES vs. Notes & ATTACHMENTS. If we switch to Lightning for Outlook in stead of SFO, will this fix our problem of side panel attachments from emails going in as Attachments :(  instead of FILES :)

I'm not familiar with Lighting for Outlook, however, since Attachments aren't supported in Lightning, I assume Files would be used (although there is nothing preventing using the API to still create an attachment).

As Ben pointed out, through the use of triggers, you can convert newly created attachments to files. Doug's code can help.
