I made the Account Owner field read only on my page layouts, and they're read only in Classic, but when I go to Lightning, I'm still able to change the owner. Is there another permission somewhere that I need to check?

We are aware of this behavior and that is it not ideal...it's something we have plans to address, but it's not on the short term roadmap at the moment.
