But in Classic mode,how to create folder?
Can anybody please guide me on this?!

According to the documentation, the ability to create folders only exists in Lightning. You cannot do it in Classic. (https://help.salesforce.com/articleView?id=admin_files_libraries_create_folders.htm&type=0)
