I've created a text field in "Account" called Notes_From_SEP - I've made a formula field (text) in "Opportunities" but the information is not populating to the Oppportunity Field.
Any Ideas?

You need to update your formula field. It's looking for Notes from Soan Mechanical. It should look like:
Engineering_Firm__r.Notes_From_SEP__c or something similar rather than Account.Notes
