Nope. You can develop lighning apps on any computer. I think you might be confusing two things, but putting together a lightning app is simple and can be done from the Setup menu very easily. Creating Lightning Components (which are used in Lightning Apps) requires coding skills, but these can be done in the developer console, IDE, or on any external code writing program and then copied into the Developer Console and writing code does not require any specific operating system.
