I am trying to prevent (Lead) lists from being imported into Salesforce by our Account Executives, but still allow the importing of Leads on a single, case-by-case basis. Basically, we want to prevent a list of duplicates from being imported, and force reps to only import Leads one-by-one once they've checked for duplicates in the system. They will still be able to create a list with our Marketing team who can import them in correctly. Is there a way to restrict this ability of importing Leads, only if it is in the form of a list?

That is going to be tough. I don't know of a way to prevent data loads of arbitrary sizes. It would require code in some capacity, assuming it can be done. If duplicates are the issue why not set up Salesforce's native duplication management?
