have a strange issue and totally no idea where i can search for a solution.
I have two inactive Users. Both of them have 70 open Leads. I want to transfer the Leads to a User which is used for a a collection point. But if i mass transfer the Lead 70 new Leads jump from the collection point user back to the inactive user. We don´t have any assignment rules and also no workflows which do that.
Does anybody know where i can search for that issue in salesforce?

if you are ruling out Assignment Rules and Workflows, there are tow other things
Process Builder
Triggers.
Also, how did you mass transfer the leads, using the native Mass Transfer function or using the data loader or any other tool?
I would do the below to know eactly whats happening.
Create a debug log for your user account and manually change the lead owner of an inactive user to collection point user or queue and access the debug log and this will show you any assignment rules, workflow rules, process or triggers that are executed on the record.
