I am looking to refresh a partial copy sandbox that was created over a year ago as much of our metadata has changed since it was originally created.
If i refreshed it would it copy over the current meta data and sample data in our main active salesforce?

If you refresh the partial copy sandbox, it takes the meta data from production and copies it to the old, partial copy sandbox. It also takes a portion of the actual data from production and copies it into the partial copy sandbox.
This allows you to do development and/or testing in the partial copy sandbox with the most current configuration and at least some recent actual data.
