As things stand you cannot submit records for approval via SF1. You can see alerts for approval requests that have been submitted to you for approval and you can approve/reject them with comments.
See the following KB article that confirms the same. It should have screen shots but they don't load for me. You can get the meaning of the article from the text anyway...
