When I select the Task tab on the lefthand navigation bar and select "New Task", it does display the Comments/Text field to detail more info, but we want it on the Global Action page layout.

You will have to Edit the Layout of the Global Action - Task. Here you go:
- Setup | Create | Global Actions.
- Find New Task and click on the name New Task.
- Now, click on the Edit Layout button.
- Drag in the Comments field from the Top Bar on to the Page Layout.
