You do indeed need them to grant you permission by going to Setup > My Personal Information > Grant Login Access, then entering an expiration date (I have my users use 12/31/3000 so it won't expire) in the second field.
After that, go to Setup > Manage Users > Users and you'll see a Login link for each person who has granted you access.
