cannot enable messging on omnichannel

hello, I am completing the Get Started with Einstein AI for Service Cloud project and am following the steps and it advises to do the following 

 

Setup Omni-Channel Routing and Activate Messaging

  1. Click and select Service Setup.
  2. In the Quick Find box, search for and select Omni-Channel Settings.
  3. Click the checkbox to Enable Skills-Based and Direct-to-Agent Routing and click Save.
  4. In the Quick Find box, enter Messaging and under Channels select Messaging Settings. Set the Messaging toggle to On.

I cannot toggle the messaging to on.... no idea why :(
