Create and roll out Tableau Template for local data upload.

Hi

So I am looking to create a Tableau work book utilising three datasets using Tableau desktop.

Once created I want to share the workbook with multiple countries for them to link it to their local versions of the three datasets. I am assuming they would also need a Tableau desktop licence to upload.

Whilst I have been able to get it to work it was quite messy to update and I am worried that it may not rollout effectively.

Can someone advise of the simplest process to do this, I would anticipate that each country would need to do a one time link and then update the three datasets monthly.

Is it possible to update the data with reader only , maybe after the initial local links have been made
