Simple question: if we have ANY apex classes, triggers, VF Pages (whether custom or via package) below API version 45.0 - will ICU Locales be forced on the org?

i.e. - if for example I select to delay the release, and for whatever reason our org can't get everything up to 45.0 or higher, come Summer '25 release, will ICU Locales still be forced on the system, or will it simply fail again?

I want to make sure that that is exactly what is meant by, or if I'm misunderstanding in any way:
