I am getting the error message:
- The API name you entered is already in use. Enter a unique API name.
- The label you entered is in use. Enter a unique label.
There is no existing muting permission set that I can delete in order to use this API name. Does anyone know how to solve this problem?
Click Gear Icon --> Setup --> in the search field type "Permission" and select "Permission Set Groups"
Open Muted Permission Sets and click Del:

Hey @Hannah Davison, as API names are unique, if you try to create another new one with the same api name, then you receive this error.
Feel free to hard delete the duplicate one and check the challenge. Or spin up a new playground if in case it's hard to find the duplicate one.
This error indicates that there is already a permission set in your SF Org with the same Label or Api Name. While it's possible to spend time finding and fixing it, as Aman Patil pointed out, the quickest and simplest solution would be to create a new Playground and redo all the steps of this Challenge on it. Yes, the prospect of starting over may not be appealing, but when you tackle the task again, you'll already have some experience of what to do, and you'll delve more deeply into the topic for yourself.
To do this, you need to click on the photo of your profile on the Trailhead platform, go to the Hads-on Orgs menu, and press "Create playground":

seems like you already have "Sales User Muted" muting permission set with the API name "Sales_User_Muted".
Either hard delete the duplicate one. If you won't find that somehow, it's better to spin up a new trailhead playground and redo the challenge
