Step not yet complete in Field service
Your Trailhead playground user doesn’t have the correct permission set licenses assigned to it. Make sure you’ve assigned the Field Service Dispatcher permission set license to yourself and try again.

I have same issues kind of issues with this badge. Instead of installing FSL package to playground, create FSL enabled developer edition with this link
https://trailhead.salesforce.com/en/promo/orgs/fsc_managed and assign required permission sets to users. It worked for me.
