Create section grid for page layout

I'm looking for guidance on how to approach this. I need to edit the homepage in lightning app builder. I need to create a custom section that is essentially a 4 column grid that will allow the admin to drag components into each column. If they can't drag the component, then each column should at least have a rich text field that can be edited by the admin.

 

So essentially, a component that allows other components to be dragged in or a component with 4 rich text areas to allow the admin to add content. 

 

Is this something that is possible with lightning components or visualforce? I looked everywhere and don't even know if its possible.
